Transition to Clearstream General Meeting Service
Clearstream Banking1 informs clients that that the General Meeting Service via ISS (also formerly called ISS Enhanced service) will be discontinued by the end of February 2026.
To ensure a seamless transition and avoid disruption to operations, clients are requested to transition to the Clearstream General Meeting Service, which offers similar capabilities and a more integrated experience, by this time.
With immediate effect, no new clients can be onboarded to the General Meeting Service. Only clients currently using the service may continue to add individual accounts until the service is fully discontinued.
The Clearstream General Meeting Service allows clients to work with a direct outsourcing partner, for example ISS Global Proxy Distribution (GPD) Service. Clients that would like to outsource their General Meetings processing to a third-party provider (proxy voting agent), require a separate bilateral agreement to be arranged directly with the chosen agent and a PoA to be provided to Clearstream Banking.
Background
Since November 2024, the Clearstream General Meeting Service has been offering a fully integrated ISO 20022-based solution, specifically designed to enhance automation, standardisation, and efficiency across all markets and asset classes.
To provide maximum flexibility and ease of access, the service is also available via Xact Web Portal. Additionally, clients benefit from MT564-based notification reporting, ensuring timely and structured updates for clients who are unable to process ISO 20022 messages.
The service includes a comprehensive set of reporting filters, allowing users to tailor their reporting based on meeting type, issuer country, and other relevant criteria. Clients will benefit from the support of their dedicated Clearstream client services team.
Impact on clients
The transition impacts clients of Clearstream Banking S.A. and Clearstream Banking AG who are currently using the General Meeting Service via ISS. During 2025, Clearstream Banking will liaise with impacted clients regarding this transition via their Relationship Managers.
Transition Dates from General Meeting Service via ISS to Clearstream General Meeting Service
Transitions can be performed once per month on the following dates:
18 July 2025
15 August 2025
19 September 2025
17 October 2025
14 November 2025
12 December 2025
16 January 2026 – TBC
13 February 2026 – TBC
Please agree on your transition date with your Relationship Manager at least one month in advance.
